If your home was built between 1970 and 1985 — most of the bigger subdivisions in Aurora, Richmond Hill, Markham, and the post-war stretches of Newmarket — there's a real chance you have a Federal Pacific Stab-Lok panel or a Zinsco. Both were installed across Ontario by the hundreds of thousands. Both have a documented failure mode where the breakers don't trip when they should. The result is overload current that should have stopped — heating wires instead until something burns. Insurance underwriters now flag these panels on inspection. Some carriers won't write a new policy until the panel is replaced. Tim's swapped over 100 of these in York Region.
What it costs
Transparent pricing in writing.
A standard FPE or Zinsco panel replacement with a new 200-amp service runs $3,000 to $5,000. Price depends on the meter base condition, the location of the panel, and whether the service entrance also needs upgrading. Tim provides the ESA inspection paperwork your insurance company needs.
Before & after
What we replace. What we leave.
What we typically find
- Federal Pacific Stab-Lok breakers fail to trip under overload — documented fire hazard
- Zinsco breakers fuse to the bus bar and won't open on fault
- Insurance company refusing to write or renew without replacement
- Real estate transaction flagged the panel and the buyer wants it dealt with
- You've had unexplained warm panels, melting breakers, or burning smells

What We Do
The replacement, end to end.
- 01
Confirm the panel
Tim verifies the panel is the actual hazardous version (FPE Stab-Lok, Zinsco, or Sylvania-Zinsco) and not a relabeled Federal Pioneer that's been confused for one.
- 02
Permit and schedule
We pull the ESA permit, coordinate the utility disconnect, and schedule a weekday for the replacement.
- 03
Panel swap
Disconnect the old panel, install a new 200-amp code-compliant panel, re-terminate every circuit, label everything. Full-day job.
- 04
ESA inspection and paperwork
Inspector signs off on the new panel. We give you the documentation to send to your insurance company.

This is the highest-risk panel work in the trade. The bus bars on FPE Stab-Lok and Zinsco panels can be unsafe to live-disconnect — Tim has the right protective gear and the experience to know which panels need extra care. He pulls the ESA permit, handles the utility disconnect coordination, and gets the inspection passed on day one.

FAQ
Common questions
How do I know if my panel is the hazardous version?
If the panel says Federal Pacific Electric, FPE, Stab-Lok (with no Federal Pioneer branding), or Zinsco/Sylvania-Zinsco — it's the recognized hazardous version. Federal Pioneer Stab-Lok panels made in Canada after 1990 are different and generally fine. Tim can confirm in 30 seconds during a walkthrough.
Why won't my insurance renew with this panel?
Insurance underwriters have decades of fire-claim data on FPE Stab-Lok and Zinsco panels. The breakers fail to trip, which means overloads that should stop instead start fires. Many Ontario carriers now flag these on inspection and require replacement before renewal.
How much does it cost?
A standard replacement with a new 200-amp service runs $3,000 to $5,000. Price varies with the meter base condition and panel location. Tim quotes after a walkthrough — and the quote holds.
Can you handle the inspection paperwork for my insurance company?
Yes. We schedule the ESA inspection as part of every panel replacement and provide the signed-off inspection paperwork for you to send to your insurer. That's usually all they need to close the file.
